Chief Secretary Chan Kwok-ki today chaired the 23rd meeting of the Commission on Children, in which members were briefed on the Education Bureau\u2019s 4Rs Mental Health Charter (4Rs Charter) and Police\u2019s efforts to prevent school crises.<\/p>\n

\u00a0<\/p>\n

Members were informed that the bureau commenced the 4Rs Charter in the 2024-25 school year to foster students’ physical and psychological health.<\/p>\n

\u00a0<\/p>\n

The 4Rs refer to four core elements for promoting mental health – Rest, Relaxation, Relationship and Resilience.<\/p>\n

\u00a0<\/p>\n

Schools participating in the 4Rs Charter will set practical and feasible goals, and take concrete action to foster mental health at schools in a more comprehensive and systematic manner, thereby enhancing students’ healthy development.<\/p>\n

\u00a0<\/p>\n

Members were also updated by Police on the prevention and support services provided for handling school crises.<\/p>\n

\u00a0<\/p>\n

The Police Negotiation Cadre has been conducting school talks for teachers and students since 2007 and published the “Practical Guideline for Crisis Management at Schools” in April this year.<\/p>\n

\u00a0<\/p>\n

These efforts aimed to share practical knowledge on school crisis management and effective communication skills in dealing with crises, enhancing the capability building of gatekeepers, and promoting the mental health of teenagers while resolving campus crises in collaboration with different stakeholders.<\/p>\n

\u00a0<\/p>\n

Members also expressed high concern about the healthy growth of children.<\/p>\n

\u00a0<\/p>\n
